Ryan Walters is an attorney, land use planner, and elected official passionate about government transparency, efficiency, and digitization.

As Assistant Planning Director for Skagit County, Washington, Ryan leads a 25-person department as it updates the County's Comprehensive Plan, modernizes its development code, and transitions into performance management, digital records, online services, and social media.

As a fifth-generation resident and Anacortes City Councilmember, Ryan led the way to sustainable infrastructure spending, pushed for an all-new Comprehensive Plan, and spearheaded a complete rewrite of the City's land use and civil enforcement code.

For almost nine years, Ryan served as deputy prosecuting attorney for Skagit County, providing legal advice to the county planning department and Board of County Commissioners, resolving the County's last remaining cases before the Growth Management Hearings Board, representing local hospitals in civil commitment hearings, and prosecuting a variety of misdemeanors.
